Ebay not letting me checkout?

I've trying to buy a Ryzen 3 1200 while the 15% thing is still going on, but everytime I try to check out it won't let me.

Are you getting an error or is it just spinning at checkout?
I just now added 5 items from 5 different sellers to my cart & checked out.
It did spin for a bit, but I would think that was due to the sale & amount using checkout.
