It could be either - it's impossible to say without more info. Have you checked tracking on the carrier's website directly to see if it matches what's shown on the app?
If info matches carrier's website then the issue is with them.
If info on eBay does not match the carrier's website, then make sure you're using the latest version of the app. If you're up to date then uninstalling and reinstalling can sometimes help.
