At least some of the folks experiencing this issue were able to list by using a different browser.

If the issue is not with the browser itself, it may lie with its version, history, settings or add-ons.

Try a new browser, preferably the latest version of a browser you have not already tried with default settings and no add-ons enabled.

Here in the UK the problem was acknowledged by eBay and a "fix" has been applied. It's working here now.
