Can't modify store category. I don't know if it is a tech bug

I moved a store category in my eBay account and when I tried to move the other one,

it shows " You cannot add categories until we've completed your previous request."    and it keeps displaying that for a couple days. I think it is a tech bug, isn't it? Hope someone can fix this.

It looks like 6 months later and still no fix.. what did you end up doing?
