Can't Send An Offer

Trying to send an offer to 1 watcher through messages.  All I get is this system response: "Network Error when attempting to fetch resource."

Which browser or app are you using? Have you tried another?

The rep I talked to about this said there is a "glitch" in the system and that I should try again in a few hours. Wierd, because one item I had listed allowed for a best offer to be sent, but another did not. Both had "best offers" activiated in the listing.

Some watchers have set their account to block offers. This is probably what has happened. It’s not a glitch.

@dryophelia   Blocked offers is not what's happening in my situation. But thanks for pointing out that possibility.

The eBay rep I talked to checked and called it a glitch. I know it is not a blocked buyer because a few minutes earlier I sent an offer to the same buyer and it went through fine.
