COMPLAINT ABOUT EBAY website - I can't leave feedback using the transaction ID

COMPLAINT ABOUT EBAY website problem ... I go to Leave Feedback, enter transaction ID, hit search, nothing happens, and the item number is erased as though I never entered it. The transaction still appears on my Seller page. If I click Leave Feedback, it says I haven't left any feedback. Circular

I am trying to get my refund on merchandice not received and eBay was sending me instructions of how to fill out a complain at police station, talked to Karla and I haven't received any e-mail from her!!!!!
