It seems to be transitory. I'm don't get enough offers to figure out if it depends on what link I click to view the offer or if it's just random. Viewing that same offer an hour later through Seller Hub - All Listings - Display offers showed an actual time (just under 1 day). So it could also be dependant on the amount of time left as well.
