Bad Request error -- contact your administrator. Who is my administrator?

I am trying to submit a message via the Return handling page (Return Detail).

When I click Send, I get an error page:

"

Bad Request

Please contact your administrator with the error code: 0.a1f01502.1641451520.e6be84b9

"

Who is my administrator? I cannot find any technical feedback/support link in ebay.
