However, many new users from Sri Lanka were posting on the "Getting Started" board for well over a year, which was recently done away with. According to some posts I've read there is some sort of "Get Rich Selling on eBay" course that many are involved with and now they are posting on the other available boards. But as I understand it sellers from Sri Lanka can't take PayPal payments and cannot sell on eBay, and that is why you can't get an account switched. I may be incorrect though, and am only offering an opinion.
