developer.ebay.com subscription rejected! Why did it happen? How can I fix it?

I'm trying to register on developer.ebay.com to get access to APIs to use them on partner.ebay.com

The registration was rejected for some reason. I don't use VPN, I have a dynamic IP address and I'm in Italy.

Does anyone have an idea for this problem? Thank you
