need help w etched stems and ? celery or spoon holder idk

The stems are not etched, the design is cut and left unpolished, that is why it looks frosted.

George the "vase" is 6 inches tall and across the top is 4 1/4"  It is really short for flowers but I am  just learning, I dont know what it is called. Thank you for sharing your wealth of knowledge
