Vintage hand painted milk glass vase - help please

Any help would be greatly appreciated.  I am not sure who might be able to help but I am lost.  Your thoughts, anyone know who might have made this one...

Looks European to me but???, A photo of the bottom may help someone id the maker who may not be the same as the decorator. Looks like the base may be hollow if so it is a blown item. I like it.

Thanks for responding George, here is a picture of the bottom.  I was just told this is Bristol Glass

Every thing that looks like this glass, especially the foot, is called Bristol. Darn little of it was ever in the town of Bristol or the UK. I like it but cant help.
