Help with this Straffshire piece

Hello all,  I am hoping someone can identify what this piece might have been used for,  only thing I can think of is a flower frog...but why the lid if that is what it is,   Thank you in advance

It's a soap dish by Alfred Fenton & Co., in Hanley 1887-1901, according to www.thepotteries.org.
