Maybe Juliska from Czechoslovakia glass

the juliska import company was not formed until 1991, it would never be marked czechoslovakia

The etched signature looks like, and I found a similar label attributed to a 

Václav Štepánek. Does anyone else have knowledge of whether this could be possible?
