Why are you giving a refund? Did the buyer file a case in the Resolution Center? If so, you refund through the case. If you simply want to refund an overage on shipping charges, you can go to the View Order Details > Issue Refund abd change the amount to be refunded. ebay does not credit any portion of a FVF for a partial refund.
