Looks like a Chevrolet to me.  I can't imagine the State of WV springing for any make above the base model brand.

It will be the base model with the police package.

Now that West Virginia has doubled the tolls on the turnpike effective 1/1/19, they can probably afford newer cars to patrol the 88 mile section of torn up, dilapidated, slow moving, busted up roadway.

I bet they use Mercedes E class for their new trooper car now that the state will have a windfall of cash.
