Been using eBay for years and it now won’t update app because it says I need ios16 which I cannot get on my phone.

Had two buyers make an offer on my item. Both offers were bogus. Now EBay says I owe them. Tried to alert EBay and can not figure out how to do it. EBay in my opinion is a scam too. There should be a number to call or something more straight forward ...
