I am trying to use iOS app and getting the message above repeatedly each time I open the app but have connectivity. I have deleted and restored the app. I am using an I phone 8 and the problems have begun since I changed my phone. How do I resolve this ?

Thanks for the post. Can you go into the settings of your device and make sure the eBay app has access to cellular data. This should fix the connection.
