Scam

I just received a non-authentic James Charles Morphe eyeshadow palette. It is broken inside and out and damaged! I paid $56.47. I am very unhappy with the seller because they only want to give me $22 back and this took forever to get here! They told me a fake story about bad weather when the weather was perfectly fine from where it came from. I expect a full refund with the eBay guarantee immediately. I am not happy with this seller I think they should be removed from eBay. They tried to scam me and I have proof of what I paid for the item.

You would have to go through the Resolution Center at the bottom of this page.
Open a case for ‘item not as described’. Be sure to follow up with the process, it is limited by time and requires you to get eBay involved if the seller doesn’t send you a return shipping label.

You should have gone through the Resolution Center for the two items you never received. Those would be ‘Item Not Received’ cases. Feedback won’t get your money back.

Go to the resolution center below and select, the item doesn't match the description.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

Have a great day.

Scam

It would have been a splendid idea for you to have read the Money Back Guarantee before you began your eBay buying career.  That way, you'd know how eBay protects buyers if/when a transaction goes wrong.
