I am trying to return an item that was delivered damaged. Every time I go to the place I am directed, I get nowhere.

Can someone please explain the procedure?

If the app is giving you problems, try using a browser instead:

File a return citing "not as described" as the reason. The seller will have to either refund you directly or provide a prepaid return label or pay in advance for tracked return shipping and refund upon return. If the seller does not cooperate at any point, after three business days you should be able to ask eBay to step in and force a refund.
