Have lost ability to ship Internatinally at a fixed rate using UPS as a carrier

Hi, I have lost the ability to when shipping an item internationally to select the UPS Regular fixed rate. When I click it and type in the rate I want, it kicks me out of that section section and the international push button is selected off. I can only choose Canada Post as my international carrier and they charge more.
