Hi @g_calcg_2cvnicdf! Most apps, like eBay's, do not have the capability or access to mess with settings like that in your phone. Double check your date/time and ensure that it's within a few minutes of the actual time. You could also check to see if your phone's Date & Time is set to the 'Set Automatically' option. Hopefully those things will help. If not, then you'll want to contact your phone/provider to see if they can help you to trouble shoot.
