manage offer settings

i keep getting those annoying emails where ebay is (annoyingly) changing my offer settings to allow offers on my listings. I DO NOT WANT TO ALLOW OFFERS, and there’s no way to turn this feature off (per my call to eBay Support)

If you don’t want to receive offers, go to “manage offer settings” update your preference.

clicking the link “manage offer settings” does not bring me anywhere that i can change these settings. it brings me to the listing, it’s says “review offers” but there aren’t any. and there are no “settings” to “manage”. so what’s the point of the link?
