expired delivery time more than 30 + days

Hello "Ebay" 🙂

I purchase a item and didnt come. Im wrote ticket to the seller in 7.11.17  and he tell me to wait more 10 days (  Your package had been hold, just has out of the customs, and shipping to you now. I believe it will arrive to you in 10 days). But now its 21.11.17 and the items its not deliver....

Please help me understand what's going on or give me the money back.
