Your Site Preferences page doesn't show any Selling or Shipping Preferences.
This means that you haven't opened the Selling portion of your ID yet.
Register your account to sell first.
Then your Selling & Shipping preferences will appear there.
In the upper right hand corner of most eBay pages, you should see
Sell | My eBay a bell a shopping cart
Click on Sell to start the registration process.
