What is preapproved payment bill user payment

There is a charge every month on my paypal account from ebay thats listed as "preapproved payment bill user payment" what is this charge and how do I cancel it? As a seller I sell very few items. This eats up like half or more of my profit. I always list with free insertion fees. So if they are going to keep this much I want to know how to cancel and I will just use ebay to buy things not sell.
