Seller will not accept payment

Hello,

I bid on, and won, an item last week and the seller will not accept my payment.  I've contacted the seller twice now and I've been accomodating.  Now, I've just asked the seller if he/she wishes to sell the item that I won.  I'm afraid that I'm forced to cancel the sale because it does not appear that the seller is interested in selling me the item (I won it on the base price bid).  Is there anything more I can do, or is this just one of those times where I will not get the product that I committed to buying?  What "happens" to the seller in this case?  Also, can eBay step-in?
