Scammers using package forwarding company located in the US, but payer is overseas.

I recently came across this scam and filed a claim with PayPal.  This transaction is obviously a scam and I would like to put an end to it for good.  Has anyone had any experience or have recommendations on how to have these types of matters criminally investigated?

 

This is the dispute letter I sent to PayPal regarding the eBay transaction:

Dear PayPal Customer Service Representative,

 

On February 15, 2015, the buyer purchased computer memory from me. The item was shipped the next day on February 16, 2015. On May 25, 2015, 99 days later, the buyer claims he did not receive the item.

 

I believe this buyer is fraudulent for the following reasons:

 

1) Buyer waits beyond 90 days before opening a dispute on PayPal, after which it is no longer possible to view the transaction details on eBay or file a transaction specific complaint. Buyer communicates in broken English to communicate with seller via PayPal only.  I did not receive any communication from them on eBay.

 

2) Buyer uses different eBay IDs to purchase items, mostly computer memory, on eBay and ships them to an empty warehouse in Delaware, which is up for sale.

  

3) Buyer has a long standing history of filing "non-receipt of items" claims:

 

 

4) Buyer is listed with a Delaware address (eBay sale was restricted to shipping to U.S. addresses  only), but payer is located overseas (Hong Kong).

 

5) Buyer uses package forwarding company with address in the US (https://www.usa2georgia.com/index_en.php).

 

6) eBay user first registered on eBay Jan 22, 2015, but has already accumulated a positive feedback rating of over 1,000 with no neutral or negative feedback.  Feedback is only as buyer not as seller.  Feedback is generic with no attached transaction as reference.

 

7) eBay user is no longer a registered user on eBay.

 

In addition to contesting the non-receipt of item, I would like to have this matter further investigated for criminal prosecution.  Does PayPal or eBay have recommendations for this?
