Resending payment

I purchased a $418.00 item using debit card a few hours ago and recieved an email that read " 

Sorry, your recent PayPal payment did not go through. As a result, the item(s) below have not received payment.

Please return to eBay to resubmit your payment again." I didn't use paypal at all. I clicked on the link to resend the money but all it said was that the item was not available because it was already bought or cause the listing had ended even when it was clearly weeks from ending and there was 6 items still in stock. After that I go to my bank account and see that I'm missing the $418. I had a chat with the seller and he showed proof that the money was refunded. What should i do?
