The eBay seller cancelled the order because they did not have the item. The seller refunded me for the item minus the taxes. When I reached out to them, they told me eBay is responsible for refunding the taxes. I called eBay on October 7th for help, and a customer service rep says that the seller is responsible for refunding the taxes. I have since then been going back and forth with the seller who is still saying they are not responsible. There is no way for me to escalate this through the website. When I try, I get an error message stating "sorry, we're unable to open a case for this issue." I have disputed it with PayPal on October 8th, but they haven't come to a resolution yet. Is there something else I should be doing?

It is a fairly new thing for eBay to be collecting taxes for items delivered to certain states ... so we don't fully understand what happens when a refund is issued.
I CAN tell you that the seller never had access to the tax money ... so the seller cannot give you the tax money. I don't know if it will be released by eBay automatically ... or whether you need to phone eBay again. I just wanted to narrow down the problem for you so that you can eliminate the seller from the issue.
Please let us know what you find out IF you do hopefully find the solution. I'm sorry I can't provide more information myself. 😞
