Local Pickup gone wrong.

Hello, I recently purchased an item for over $400 local pickup. I went ahead and paid the seller immediately with paypal. I had every intention of going to pick this item up and have already paid the seller. However, some stuff happened with my car and now I do not have the ability to go pick the item up. I told the seller and it seems that they intend to keep both the money and the item because it was listed as "local pickup, no returns." Is this true? Can they keep the money and the item because it was listed as no returns? I have no way of going to pick it up.
