How to Switch Billing Currency

When I try to switch my billing currency from INR to USD I am getting this error on the page -

The site you're currently registered on doesn't support the new billing currency.

• If you've moved to another country, please set up a new eBay seller's account before changing your currency.

How can I resolve this. As just to sell on eBay I have to maintain my Indian bank account. I don't want to create a new eBay account as that weay I would be loosing my 186 feedback count.
