How can I add product reviews to my listing when I see other listings have it?

I've googled this topic, to no avail.  Nor do I see an option to add the ratings system when I revise a product.

In this listing, it shows right below the product title, an option to add a product review: Product Listing with Product Review

How come I don't see this in my listings?  Is it because this person might be a higher volume seller or something?
