Global Shipping Program- proof of delivery

Hi,

my problem is that in tracking information status of delivery is Delivery Attempt-Recipient Carded, but I didin't recieve item or note where shoul I pick it up (since Iwasn't home  when delivery attempted.

I payed the item GBP 156,67 by  pay pal, it was a gift for my daughter...

I opened case on E-bay and E-bay  made a final decision not to issue me  a refund because tracking information shows  the item was delivered to my address.

I didn't recieve an item or note, I can not locate the item by tracking number in my country post office or Great Britain post office (the item was sent from Great Britain).

I would like to know whi is carrier in my country, because there is no information on line who is delivering in my country for Global Shipping Program??

How can E-bay proove that I recieved an item? I didn't sign anything!

I'm so disappointed...I just want to find my item..

I also wondering- if the item returns to the seller, can I see that in trackin information?
