Ebay Redirect page (fedsignin.ebay.com) when paying Paypal

Has anyone experience this or come across this?

I paid for a purchase this evening on Ebay, and just noticed it now when i happened to look at the browser field where it will be directed to as soon as I hit the paypal button to pay for the item. 

Strangely, it was redirected to fedsignin.ebay.com/fedauth.....i thought to myself what a strange web address (Fed sign in / fedauth) ebay is redirecting their customers to pay for item using paypal. I was able to pay it.   I screenshot it, as per attached.

Is ebay collaborating with the Feds to report all purchases made on their website, especially unusual purchases that are deemed threat to society? Afterall you can find everything on ebay. Btw, my purchase was related to compression socks, which am sure will not do damage to anyone. Lol
