Access Denied you don't have permission to access "http://www.ebay.com" on this server.

Really strange issue popped up today.  Haven't seen this in years of buying and selling on ebay.  I'm getting this:

Access Denied

You don't have permission to access "<a href="http://www.ebay.com/">http://www.ebay.com</a>" on this server.

and the reference number changes with a refresh.  I found several similar messages in a search about the list.jsp, but nothing with the home page.  Here are more specifics:

• all computers on my local network have the same message
• all browsers
• my account is fine, I logged in on a remote computer, and I'm browsing ebay just fine
• called support, got the technical support number, and as far as they could tell, they were not blocking my ip
• support could not trace the reference id in the access denied message.

So, I have no clue how to fix this, its not on my end, all internet browsing is fine, my isp doesn't block sites at all.  this is an ebay error that they can't trace, so I'm stuck....any advice?

developer tools in chrome shows a 403 forbidden, and even forbidden accessing the favicon.ico, so I opened that url in a new tab, and even that is blocked.  again, this same url works just fine from the remote pc I'm logged into, so it is any computer behind my home router.

I changed my public ip address to another from my static ip's purchased from my isp.  I can now access ebay.com.  I installed a virtual pfsense router on my network as a second router/gateway, using the original ip address that seemed to be blocked somewhere.  I get the same access denied message when using my original ip address no matter what router it is in.  I'm marking as the final answer, because I now know it is the ip address.  It is blocked somewhere downstream, causing the error.  luckily I have 4 others, but if someone else experiences this same issue this long, you'll have to call your isp, and get a different ip address assigned to your home router.
