Help with Identifying a hallmark

I'm hoping someone can give me clue about this hallmark, on a miniature sterling lion. Any ideas? I know it's partial and hard to read, but.. All input appreciated.

Looks like a Middle Eastern Hallmark.

Hard to say for sure which Country except that it is not recognizable as Egyptian.

I think the picture is up side down.

9•• is 900/1000 so just under sterling according to Mark but might be actually higher.
