Trifari piece what is it?

This piece is marked Trifari. It measures 20" adjustable to 22" it has red and green glass stones. It is too small for a belt and doesn't hang right to be a necklace. Any idea what it is? Thanks for your time!

Morning!   Interesting.. Can you take another shot with it not so 'spread out' & show both the ends?  

Is is marked on the item itself or on a hook or with a hang tag?

I`ve had some necklaces that would hang 'wierd' before

I vote for Belt for a very slim /petite person.

It is only 20" I don't know if that is even possible for a grown woman to have a waist that small.

I vote that this is a necklace.  I believe it was to be worn as a choker.  Not all women have a small neck.

I based my reply on this being an older piece and that at the time it was worn women may have had smaller frames than now.

I found this chart which only goes down to a Size 2 but it looks like a Size "0" might be 22 inches.

Hmmm..now I am curious..in looking again at the last photo..and reading op`s measurements along with using my tape measure on me lol..I am wondering if perhaps it was originally a belt with longer end chains, & someone changed it to a necklace? 

Just a thought..I`m undecided now.

OK, I will list it as a belt/necklace. It doesn't make a small enough loop to be a choker.
