Older Brooch, is this a makers mark?

I have this older brooch.  It's really cute. There is a mark on the back but I am unsure if this is a makers mark or not.  Has anyone seen this type of mark before?  Any help appreciated. Thanks!  

It looks sort of like an upside down martini glass to me.  (In the middle above the cabochon.)

I've seen that mark before but can't identify it, but the little penguin sure is cute! Someone with more info may come along who can actually help. What kind of pin-back does it have? Just curious.

It is just one of the older C type clasps.    I'm thinking maybe 1940's on this piece??  It's definitely older.

Kinda looks like New England Glass Works mark
