The names have become interchangeable. Juliana was made by D&E but I don't know if this is part of the Juliana Line.

I`d say yes to it being Julian based on 3 of  the figure 8` s I see (sloppy circling..I know  lol) The 4th one is not as evident to circle

No, it doesn't glow, but the large center  stone turns blue.
