Help I believe this is D&E but can't get confirmation

Since they are not confirming any new D&E pieces right now, I don't want to submit this piece and have it land in the "unknown" pile.  Can you help.  I believe this is D&E you are looking at it upside down in the photograph, the pendant loop is on the smaller piece.  Can you tell if this is D&E?  I was almost 85% sure and then I lost my nerve...

My first reaction,however, is that it is not.   I don't see overwhelming D & E characteristics, and the bail doesn't look right to me.  See what others think

Although very pretty , I would vote NO also . 

None of the rhinestones are open back . 

The construction looks off . 

The prongs look tiny . 

It it just doesn't have the D&E look .

Thanks folks.  The back is in such remarkable condition so well made,I seriously thought designer piece too, but can't seem to attribute it to anyone.
