Ebay items for sellers

I used to get a message from Ebay every 3 months on free shipping items.  I haven't received anything like that in some time.  A friend of mine gets these offers and wondering where to look for that?  Thanks in advance for the help.

Do you have an eBay store?  The quarterly shipping supplies are only for store subscribers.

It used to be almost an even trade if you were looking to purchase something for about $25. I used to buy the ebay labeled 6 x 9 padded bubble mailers in packs of 100 and only paid the tax and shipping. Now they're up to $35.98 for 100, but you still get a decent discount.
