Can't say about value but adorable.  Reminds me of those candy necklaces we had when we were kids.  Tutti Fruiti Gemstone colors.  🙂

I see some that could be natural agate and quartz like the soft pink might be Rose Quartz. I also see some stones that have been heat crackled. Very pretty

Somebody cared enough to knot it between each stone and it is on thick string (vs wire).  Nice piece!

My best guess would be dyed agate stones.  It is very pretty, probably artisan made.  I couldn't begin to guess at value.

I'd call them RDR - Random Dyed Rock.  Candy jade but with crackles.  There's a name tag on there, but it's only partly visible.  If we could see the clasp it might help.

The tag said tj max also had a aphorism sterling silver tag on it.

tj max did sell expensive things but no clue what the price tag was.

Ahhhh, I have't been in a T J Max store in over 20 years.  I have no clue what they sell these days.  But if you look on their website they currently have a similar necklace listed that they're calling dyed agate.
