Nasjonal Samling, the Norwegian Fascist Party. Belt ??

Hi I am wondering if this belt is from the Nasjonal Samling, the Norwegian Fascist Party.  I am trying to figure this belt out and someone suggested this to me. what exactly was this group of people?
