I purchased a double din stereo for my jeep never received ut. Contacted seller they said full refund was issued to my PayPal tgen got another email stated that refund was issued to Original payment . Have nit seen refund on either gow long does it take for a refund

You have not given enough info for a complete answer.
Open item not received complaint on eBay or do a credit card chargeback by calling the phone number on the back of your credit card.

So OP here is my question. Did it come with tracking? As a seller, I would think that it would be good for the buyer and myself to know when the package is arriving.
If the seller had tracking and there was not a shipping update within a week OR there was no delivery on the day it was supposed to come you should file something called an INR (Item Not Received) claim. Now you will most likely win, but if the seller provided a tracking number and the tracking shows the item was delivered, the seller will win the case as it assumed the package was delivered to the buyers residence (there are other small reasons why a seller can win an INR case, but this is the biggest reason)
Worst case, you can do a credit card chargeback like @Anonymous said. I would only do that if you went through a PayPal dispute and lost the case. (Ebay -> PayPal -> CC Company -> Bank)

Also I would like to add that it does not matter that the seller said you got a return. I would go file the case and do the chargeback if you loose the case (last resort)
The seller could simply be saying that so then they could keep your money, always check ebay itself to see if a refund was issued.

@Anonymous Unfortunately the seller Resolution center is going away, as ebay is transitioning away from PayPal into managed payments.
