At this point u have passed both eBays 30 days buyer guarantee  and also exceeded if u paid with Paypal  180 day window 2 open a claim there.  

neither will become involved if these 2 time windows have expired

Unfortunately, you are out of luck because to much time has elapped for you to file any sort of claim through eBay or Paypal to get help. 

At this point, you have to chalk it up to a lesson learned.
