IMEI number not available?

So i sold a phone to a buyer.  ATT phone, locked, to usa only.  buyer was international.  PRIOR to sending the phone, i explained to the buyer this is a USA only ATT phone.  it's locked to the ATT network.  the buyer said ok, no problem.  i asked again, if they fully understand.  they repeated, yes.  i sent the phone, after their payment received.

now they got the phone, and asking about the IMEI number... which i don't have.... as i sent them the phone.  i repeated, they need to use a USA ATT SIM card... and so far no answer.

what would the IMEI number do?  i've explained he won't be able to unlock the phone through normal means, so i'm not sure what he's looking to do.

to me it sounds like the buyer just didn't understand what i'm saying.... they are clearly trying to use it internationally.....

i mean ultimately, they can send me the phone back, i can refund the payment... just a lot of time lost in the process.

If the phone is off contract you should have had it unlocked.  If it's under contract you should be able to get IMEI number from ATT.
