help id'ing a rubbermaid container

Hi,  I cannot figure out what this older rubbermaid container is for.  It has a divided bottom and then a separate snap on long thin covered container.   Was going to list it for sale, but felt I should identify it as it seems it was definitely created for some specific need.  Thanks in advance!
