Well, they look like some sort of bending pliers for sheet metal, don't they?   Anyhow, unless someone comes along with a better idea, I think it's worth searching along those lines.

The bending pliers was my first thought until I noticed the metal piece in the valley of the lower part and a corresponding slot(?) on the upper part.  I wonder if it is a tool to cut a slot in the channel of a V shaped metal

Ah, I see.  Already listed.  Either I never learn, or some part of me actually enjoys wasting my time.   Makes me sort of an idiot, any way you look at it.
