It's hard to help without seeing photos of the entire painting, front and back, taken straight on.  It's hard to help without a good photo that enables one to see the writing that appears along the bottom well enough to read it.  What did the person who's trying to flog it sofr $200 have to say about it?  You have to help us help you.
